Accommodation Plan D remains a separate exploratory project involving affordable land, empty or neglected buildings, lawful temporary accommodation, shared infrastructure and cooperative or community ownership.
Crisis housing may be one application of Plan D, but Plan D is not the theoretical home of all crisis housing.
Small autonomous systems could continuously maintain homes: cleaning, waste, water and power monitoring, minor repairs, fire checks, accessibility assistance and early detection of neglect.
Availability before proof.
A person should not need to prove their suffering while danger is still unfolding.
